Konkretisht, p\u00ebr KLGj-n\u00eb, k\u00ebrkohet q\u00eb t\u00eb zhvillohet nj\u00eb pro\u00e7es analize dhe vendimmarrjeje p\u00ebr t\u00eb pakt\u00ebn tre aspekte t\u00eb funksionimit t\u00eb tij: s\u00eb pari, struktura e k\u00ebtij organi, s\u00eb dyti, ligjet q\u00eb rregullojn\u00eb aktivitetin e k\u00ebtij organi dhe, s\u00eb treti, rregulloret e brendshme dhe aktet me fuqi t\u00eb p\u00ebrgjithshme q\u00eb nxjerr ky organ.<\/p>\n<p>Ky rezultat \u00ebsht\u00eb n\u00eb p\u00ebrputhje me objektivin 1.2 dhe p\u00ebrb\u00ebn nj\u00eb hap pozitiv n\u00eb drejtim t\u00eb zb\u00ebrthimit n\u00eb praktik\u00eb t\u00eb k\u00ebtij objektivi. Rezultati p\u00ebrb\u00ebhet nga tre komponent\u00eb kryesor\u00eb, t\u00eb cil\u00ebt do t\u00eb duhet t\u00eb merren n\u00eb analiz\u00eb m\u00eb vete, p\u00ebr t\u00eb b\u00ebr\u00eb m\u00eb t\u00eb qart\u00eb sesi mund t\u00eb realizohet ai, pracilat masa duhet t\u00eb merren n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb plot\u00ebsohen t\u00ebr\u00ebsisht k\u00ebrkesat e k\u00ebtij rezultati.<\/p>\n<p>E nd\u00ebrsa k\u00ebto tre drejtime arrihen t\u00eb identifikohen, rezultati nuk p\u00ebrmban synimin e analiz\u00ebs s\u00eb k\u00ebtyre tre drejtimeve, q\u00eb\u00ebsht\u00eb ajo \u00e7far\u00eb shpreh objektivi dhe q\u00ebllimi i politik\u00ebs: veprimi i organeve n\u00eb p\u00ebrputhje me standardet evropiane, me profesionaliz\u00ebm, efikasitet, transparenc\u00eb dhe n\u00eb kushtet e llogaridh\u00ebnies. N\u00eb p\u00ebrfundim, \u00e7do rishikim i struktur\u00ebs, ligjit apo rregullave t\u00eb brendshme, do t\u00eb duhet t\u00eb ket\u00eb si synim p\u00ebrmbushjen e k\u00ebtyre parimeve, pra rezutati i d\u00ebshiruar do t\u00eb duhet t\u00eb ishte nj\u00eb struktur\u00eb dhe baz\u00eb ligjore q\u00eb garanton kushtet q\u00eb KLGj t\u00eb veproj\u00eb me profesionaliz\u00ebm, efikasitet, transparenc\u00eb, etj.
