KLGJ em\u00ebron, promovon dhe transferon numrin e k\u00ebrkuar t\u00eb gjyqtar\u00ebve dhe\/ose t\u00eb k\u00ebshilltar\u00ebve ligjor\u00eb sipas rregullave dhe standardeve t\u00eb k\u00ebrkuara dhe t\u00eb miratuara\u201d.<\/em><\/p>\n<p>Ky rezultat lidhet specifikisht me KLGJ, si nj\u00eb nd\u00ebr institucionet e p\u00ebrfshira n\u00eb Objektivin 1.3.<\/p>\n<p>Me p\u00ebrmbushjen e Objektivit 1.3 rezultati i pritsh\u00ebm p\u00ebr KLGJ do t\u00eb orientohet n\u00eb dy drejtime. S\u00eb pari, do t\u00eb kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb institucion t\u00eb konsoliduar, me kapacitete dhe burime t\u00eb nevojshme p\u00ebr p\u00ebrmbushjen e detyrave dhe p\u00ebrgjegj\u00ebsive. S\u00eb dyti, n\u00eb funksion t\u00eb k\u00ebsaj premise, kompetencat q\u00eb i jan\u00eb dh\u00ebn\u00eb k\u00ebtij institucioni n\u00eb raport me gjyq\u00ebsorin do t\u00eb ushtrohen sipas standardeve p\u00ebrkat\u00ebse t\u00eb fush\u00ebs.<\/p>\n<p>Aktualisht KLGJ n\u00eb k\u00ebto vite t\u00eb para t\u00eb funksionimit \u00ebsht\u00eb duke rritur kapacitetet dhe performanc\u00ebn e saj. KLGJ ka ngritur strukturat p\u00ebrb\u00ebr\u00ebse, ka rekrutuar staf dhe ka infrastruktur\u00eb q\u00eb i ka mund\u00ebsuar t\u00eb krijoj\u00eb baz\u00ebn e nevojshme ligjore p\u00ebr ushtrimin e aktivitetit t\u00eb saj. Ajo ka miratuar nj\u00eb s\u00ebr\u00eb vendimesh p\u00ebr kriteret e em\u00ebrimit, transferimit dhe ka p\u00ebrcaktuar standarde mbi matjen e performanc\u00ebs dhe sistemin e karrier\u00ebs<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>. P\u00ebrgjat\u00eb koh\u00ebzgjatjes s\u00eb SND II, rritja e kapaciteteve dhe zbatimi i p\u00ebrgjegj\u00ebsive me paan\u00ebsi, bazuar n\u00eb parimet e meritokracis\u00eb dhe transparenc\u00ebs, do t\u00eb mund\u00ebsoj\u00eb arritjen e objektivit p\u00ebr fuqizimin e k\u00ebtij organi dhe veprimin n\u00eb p\u00ebrputhje me standardet e fush\u00ebs. P\u00ebr k\u00ebt\u00eb Rezultati 1.3.1 \u00ebsht\u00eb logjik dhe n\u00eb koherenc\u00eb me Objektivin 1.3, si dhe me gjendjen aktuale.<\/p>\n<p>Rezultati \u00ebsht\u00eb n\u00eb vijim t\u00eb parashikimeve t\u00eb SND I, por edhe n\u00eb\u00a0 linj\u00eb logjike me rezultatet e pritshme t\u00eb masave n\u00eb zbatim t\u00eb Planit t\u00eb Veprimit 2019-2021 t\u00eb SND 1 (konkretisht t\u00eb masave 1 dhe 3 t\u00eb n\u00ebnobjektivit 1\/a, si dhe mas\u00ebs 1 t\u00eb n\u00ebnobjektivit 1\/b)<\/p>\n<p>Ky rezultat \u00ebsht\u00eb n\u00eb fakt edhe pritshm\u00ebri e p\u00ebrmbushjes s\u00eb masave t\u00eb caktuara n\u00eb synimet 2 (2.1 1) dhe 3 t\u00eb Planit Strategjik t\u00eb KLGJ-s\u00ebp\u00ebr Sistemin Gjyq\u00ebsor n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb2019-2020.<\/p>\n<p>Rezultati 1.3.1 \u00ebsht\u00eb logjik dhe vler\u00ebsohet si i nevojsh\u00ebm dhe i pritsh\u00ebm referuar synimeve q\u00eb ka Politika 1 dhe Objektivi 1.3. Megjithat\u00eb element\u00ebt e vendosur n\u00eb k\u00ebt\u00eb rezultat q\u00eb orientojn\u00eb kuptimin e kapaciteteve, pra pjesa<em>\u201cduke p\u00ebrfshir\u00eb proceset, aft\u00ebsit\u00eb dhe menaxhimin\u201d<\/em> mbetet e paqart\u00eb. K\u00ebt\u00eb v\u00ebshtir\u00ebsi e thekson edhe mungesa e plot\u00ebsis\u00eb s\u00eb masave q\u00eb jan\u00eb parashikuar n\u00eb funksion t\u00eb arritjes s\u00eb k\u00ebtij rezultati. P\u00ebr arritjen e tij, SND II ka parashikuar si mas\u00eb vet\u00ebm <em>\u201cP\u00ebrfundimi i procedurave t\u00eb em\u00ebrimit, promovimit, transferimit t\u00eb magjistrat\u00ebve t\u00eb diplomuar nga SHM\u201d.<\/em>P\u00ebrve\u00e7se e pasakt\u00eb n\u00eb formulim, si\u00e7 do t\u00eb analizohet n\u00eb vijim, masa duket t\u00eb ndikoj\u00eb pjes\u00ebrisht n\u00eb arritjen e k\u00ebtij rezultati. P\u00ebr k\u00ebt\u00eb arsye, SND II rekomandohet ose t\u00eb shtoj\u00eb masa p\u00ebr t\u2019a b\u00ebr\u00eb rezultatin realist, ose t\u00eb nd\u00ebrlidh\u00eb k\u00ebt\u00eb rezultat me masat eventuale q\u00eb KLGJ parashikon t\u00eb p\u00ebrfshij\u00eb n\u00eb Planin e saj Strategjik p\u00ebr vitet n\u00eb vijim, t\u00eb cilin \u00ebsht\u00eb duke e hartuar.<\/p>\n<p>N\u00eb SND II, aktualisht nuk jan\u00eb t\u00eb p\u00ebrcaktuar indikator\u00eb p\u00ebr matjen e k\u00ebtij rezultati. Referuar Plan Veprimit t\u00eb SND I p\u00ebr 2019-2021, p\u00ebr matjen e progresit t\u00eb tij \u00ebsht\u00eb parashikuar si indikator: <em>\u201c% e gjyqtar\u00ebve dhe prokuror\u00ebve q\u00eb besojn\u00eb se gjyqtar\u00ebt jan\u00eb em\u00ebruar \/ ngritur n\u00eb detyr\u00eb, transferuar, p\u00ebrve\u00e7 aft\u00ebsis\u00eb dhe p\u00ebrvoj\u00ebs n\u00eb dy vitet e fundit (vlera t\u00eb ve\u00e7anta p\u00ebr gjyqtar\u00ebt dhe prokuror\u00ebt)\u201d.<\/em> P\u00ebrfshirja e indikatorit <em>\u201c% e gjyqtar\u00ebve q\u00eb besojn\u00eb se gjyqtar\u00ebt jan\u00eb em\u00ebruar \/ ngritur n\u00eb detyr\u00eb bazuar n\u00eb meritokraci dhe sistemin e karrier\u00ebs\u201d<\/em>, lidhur me pjes\u00ebn e gjyq\u00ebsorit, do t\u00eb jepte n\u00eb m\u00ebnyr\u00eb sasiore dhe cil\u00ebsore perceptimin mbi arritjen e rezultatit p\u00ebr pjes\u00ebn e zbatimit t\u00eb standardeve n\u00eb ushtrimin e veprimtaris\u00eb s\u00eb saj dhe do e b\u00ebnte at\u00eb m\u00eb realist. P\u00ebr t\u00ebmatur burimet e p\u00ebrshtatshme financiare nj\u00eb indikator mund t\u00eb ishte <em>\u201c% e buxhetit t\u00eb shtetit dedikuar KLGJ n\u00eb raport me projektbuxhetet e propozuara prej vet\u00eb institucionit<\/em>\u201d. P\u00ebr pjes\u00ebn e matjes s\u00eb kapaciteteve nj\u00eb indikator mat\u00ebs do t\u00ebishte<em>\u201c% e k\u00ebshilltar\u00ebve\/administrat\u00ebs s\u00eb KLGJ-s\u00eb q\u00eb jan\u00eb trajnuar mbi detyrat e tyre funksionale\u201d.<\/em>Nd\u00ebrkoh\u00eb indikator\u00eb t\u00eb tjer\u00eb, q\u00eb do t\u00eb tregojn\u00eb shkall\u00ebn e p\u00ebrmbushjes s\u00eb k\u00ebtij rezultati, do t\u00eb jen\u00eb n\u00eb var\u00ebsi t\u00eb masave q\u00eb duhet t\u00eb parashikohen p\u00ebr rritjen e kapaciteteve dhe infrastruktur\u00ebs.<\/p>\n<p><strong><em>Konkluzion:<\/em><\/strong><em> Rezultati \u00ebsht\u00eb i nevojsh\u00ebm dhe i p\u00ebrgjigjet Objektivit Specifik 1.3. Ai duhet t\u00eb qart\u00ebsoj\u00eb elementet q\u00eb n\u00ebnkuptojn\u00eb kapacitetet me q\u00ebllim identifikimin e masave dhe indikator\u00ebve p\u00ebr matjen e tyre. Gjithashtu, hartuesit duhet t\u00eb konsultojn\u00eb me KLGJ masat q\u00eb do t\u00eb p\u00ebrcaktohen e q\u00eb duhet t\u00eb nd\u00ebrmerren me q\u00ebllim arritjen plot\u00ebsisht t\u00eb k\u00ebtij rezultati.
