Ligji p\u00ebr gjykatat administrative dhe gjykimin e mosmarr\u00ebveshjeve administrative \u00ebsht\u00eb ligji baz\u00eb procedural q\u00eb rregullon procesin e gjykimit administrativ, gjykim i vecant\u00eb n\u00eb Shqip\u00ebri, si p\u00ebr nga karakteristikat e k\u00ebtij gjykimi, edhe p\u00ebr nga gjykatat kompetente.<\/p>\n<p>Kjo mas\u00eb parashikon hapat q\u00eb duhet t\u00eb ndiqen nga Ministria e Drejt\u00ebsis\u00eb p\u00ebr t\u00eb ndryshuar k\u00ebt\u00eb ligj me synim p\u00ebr t\u00eb leht\u00ebsuar, ndihmuar dhe nxitur b\u00ebrjen efektive t\u00eb gjykatave administrative, rritjen e transparenc\u00ebs dhe forcimin e garancive lidhur me aksesin e pal\u00ebve n\u00eb proces. Ajo \u00ebsht\u00eb e domosdoshme p\u00ebr t\u2019u realizuar n\u00eb p\u00ebrmbushje t\u00eb Rezultatit pasi vet\u00eb ligji \u00ebsht\u00eb ai q\u00eb kufizon, n\u00ebp\u00ebrmjet normimit dhe detyrueshm\u00ebris\u00eb s\u00eb tij, t\u00eb drejtat e pal\u00ebve dhe p\u00ebrdoruesve t\u00eb gjykat\u00ebs administrative, nga nj\u00ebra an\u00eb, dhe t\u00eb drejtat p\u00ebr t\u00eb disponuar t\u00eb gjykat\u00ebs, nga ana tjet\u00ebr.<\/p>\n<p>P\u00ebr realizimin e k\u00ebsaj mase \u00ebsht\u00eb parashikuar viti 2023,\u00a0 nd\u00ebrsa brenda vitit 2025 \u00ebsht\u00eb planifikuar se do t\u00eb p\u00ebrmbyllet analiza mbi efektivitetin e nd\u00ebrhyrjeve. Do t\u00eb ishte m\u00eb realiste q\u00eb p\u00ebr realizimin e k\u00ebsaj mase t\u00eb parashikohej fundi i vitit 2025, pasi duhen marr\u00eb n\u00eb analiz\u00eb efektet q\u00eb do t\u00eb prodhojn\u00eb ndryshimet e fundit t\u00eb ligjit q\u00eb hyri n\u00eb fuqi n\u00eb maj t\u00eb vitit 2021, t\u00eb cilat u realizuan duke pasur si synim rritjen e efektivitetit t\u00eb gjykatave administrative t\u00eb dy shkall\u00ebve t\u00eb para dhe Kolegjit administrativ n\u00eb Gjykat\u00ebn e Lart\u00eb. Kalimi i nj\u00eb kohe t\u00eb arsyeshme, t\u00eb pakt\u00ebn dy vjecare nga momenti i hyrjes n\u00eb fuqi t\u00eb tyre, \u00ebsht\u00eb i nevojsh\u00ebm p\u00ebr t\u00eb nisur analiz\u00ebn mbi k\u00ebto ndryshime dhe do t\u00eb jet\u00eb e mundur q\u00eb vet\u00ebm n\u00eb p\u00ebrfundim t\u00eb vitit 2025 t\u00eb mund t\u00eb dalin konkluzione lidhur me ndryshimet e nevojshme n\u00eb ligj.<\/p>\n<p><strong><em>Konkluzion<\/em><\/strong><em>: Kjo mas<\/em><em>\u00eb\u00eb<\/em><em>sht<\/em><em>\u00eb<\/em><em> e domosdoshme p<\/em><em>\u00eb<\/em><em>r t\u2019u realizuar n<\/em><em>\u00eb<\/em><em> p<\/em><em>\u00eb<\/em><em>rmbushje t<\/em><em>\u00eb<\/em><em> Rezultatit, por afati i vendosur p<\/em><em>\u00eb<\/em><em>r realizimin e mas<\/em><em>\u00eb<\/em><em>s duhet t<\/em><em>\u00eb<\/em><em> ishte m<\/em><em>\u00eb<\/em><em> i gjat<\/em><em>\u00eb<\/em><em>.
