Nj\u00eb nd\u00ebr \u00e7\u00ebshtjet m\u00eb t\u00eb r\u00ebnd\u00ebsishme q\u00eb zgjidh K\u00ebshilli i Lart\u00eb Gjyq\u00ebsor \u00ebsht\u00eb p\u00ebrcaktimi i numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb gjyqtar\u00ebve q\u00eb nevojiten n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb dhe vler\u00ebsimi i organizimit t\u00eb rretheve gjyq\u00ebsore dhe kompetencave tok\u00ebsore t\u00eb gjykatave, ose th\u00ebn\u00eb ndryshe, miratimi i hart\u00ebs gjyq\u00ebsore. Kjo \u00ebsht\u00eb nj\u00eb vendimarrje tekniko-politike me efekte shum\u00eb t\u00eb m\u00ebdha n\u00eb eficenc\u00ebn e gjyq\u00ebsorit dhe aksesin n\u00eb drejt\u00ebsi t\u00eb qytetar\u00ebve shqiptare.<\/p>\n<p>Miratimi dhe zbatimi\u00a0 i hart\u00ebs s\u00eb re gjyq\u00ebsore \u00ebsht\u00eb mas\u00eb e domosdoshme n\u00eb funksion t\u00eb arritjes s\u00eb Rezultatit 2.4.1 dhe 2.4.2 dhe Objektivit Specifik 2.4. Harta gjyq\u00ebsore p\u00ebrb\u00ebn nj\u00eb nga c\u00ebshtjet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb sigurimit t\u00eb efektshm\u00ebris\u00eb dhe eficienc\u00ebs s\u00eb gjykatave. Sfida n\u00eb hartimin e k\u00ebsaj harte, n\u00eb p\u00ebrputhje me nevojat aktuale t\u00eb gjyq\u00ebsorit, q\u00ebndron n\u00eb gjetjen e balanc\u00ebs s\u00eb arsyeshme midis mir\u00ebfunksionimit me efikasitet t\u00eb gjykatave dhe aksesit t\u00eb publikut. Ajo k\u00ebrkon nj\u00eb studim t\u00eb kujdessh\u00ebm t\u00eb gjendjes s\u00eb gjykatave, dhe k\u00ebtu i referohemi fluksit t\u00eb \u00e7\u00ebshtjeve, \u00e7\u00ebshtjeve t\u00eb prapambetura, vendimeve t\u00eb dh\u00ebna, numrit t\u00eb gjyqtar\u00ebve, numrit t\u00eb personelit ndihm\u00ebs, infrastructures s\u00eb gjykat\u00ebs, buxhetit, etj. Nga ana tjet\u00ebr, me q\u00ebllim mos- c\u00ebnimin e aksesit n\u00eb drejt\u00ebsi duhet mbajtur parasysh popullsia e rajoneve apo rretheve gjyq\u00ebsore ekzistuese t\u00eb cilat mund t\u00eb preken nga riorganizimi, trendet e zhvillimit ekonomik t\u00ebsecilit rajon; cil\u00ebsia e infrastruktures, hekurudhore dhe automobilistike, larg\u00ebsia dhe kostot financiare t\u00eb transportit, aksesi dhe niveli i p\u00ebrdorimit t\u00eb teknologjis\u00eb s\u00eb informacionit, mund\u00ebsin\u00eb e p\u00ebrfitimit nga sh\u00ebrbimet e ndihm\u00ebs ligjore falas, etj.<\/p>\n<p>Analiza p\u00ebr hartimin e hart\u00ebs duhet t\u00eb mbaj\u00eb n\u00eb konsiderat\u00eb dhe ndryshimet e fundit t\u00eb b\u00ebra n\u00eb paket\u00ebn e Reform\u00ebs n\u00eb Drejt\u00ebsi dhe q\u00eb prek\u00ebn kompetencat e gjykatave, ndryshuan p\u00ebrb\u00ebrjet e trupave gjykues, duke ulur numrin e gjyqtar\u00ebve q\u00eb nevojiteshin para ndryshimeve, dhe ndryshuan procedurat e gjykimit, duke kaluar nj\u00eb num\u00ebr t\u00eb madh t\u00eb rasteve n\u00eb dhom\u00eb k\u00ebshillimi, t\u00eb cilat synonin efikasitetin dhe eficienc\u00ebn e gjyq\u00ebsorit.<\/p>\n<p>Kjo mas\u00eb ka qen\u00eb e parashikuar n\u00eb Aktivitetin 1.04 \u2018<em>Riorganizimi i hart\u00ebs gjyq\u00ebsore dhe prokuroriale, si dhe e autoriteteve t\u00eb tjera hetimore dhe shp\u00ebrndarja e gjykatave, n\u00eb p\u00ebrputhje me ndarjen e re territoriale, numrin e popullsis\u00eb dhe bllokimi i \u00e7\u00ebshtjeve gjyq\u00ebsore, me q\u00ebllim forcimin e rolit dhe funksionimit t\u00eb gjykatave dhe p\u00ebr t\u00eb siguruar aksesin n\u00eb drejt\u00ebsi<\/em>\u2019, t\u00eb Objektivit 1 (shiko m\u00eb sip\u00ebr) t\u00eb SND I. Gjithashtu kjo mas\u00eb ka qen\u00eb parashikuar n\u00eb masat n\u00eb zbatim t\u00eb Synimit 1 <em>\u201c<\/em><em>P\u00ebrshpejtimi i Reform\u00ebs s\u00eb Pushtetit Gjyq\u00ebsor dhe Akordimit t\u00eb Burimeve<\/em>\u201d t\u00eb parashikuar n\u00eb Planin Strategjik t\u00eb KLGJ 2018-2020. Megjithat\u00eb, edhe pse kan\u00eb kaluar kat\u00ebr vite nga miratimi i ligjeve t\u00eb Reform\u00ebs, harta ende nuk \u00ebsht\u00eb miratuar, megjith\u00eb diskutimet q\u00eb jan\u00eb b\u00ebr\u00eb p\u00ebr realizimin e saj.\u00a0 Parashikimi i k\u00ebsaj mase sigurisht q\u00eb\u00ebsht\u00eb i domosdosh\u00ebm. Nd\u00ebrkoh\u00eb q\u00eb\u00ebsht\u00eb nj\u00eb proces imediat, duket sikur p\u00ebrfshirja n\u00eb SND II, krijon premis\u00ebn se ky proces do t\u00eb vazhdoj\u00eb t\u00eb k\u00ebrkoj\u00eb koh\u00eb.<\/p>\n<p>Masa mbetet aktuale sa koh\u00eb q\u00eb ende nuk \u00ebsht\u00eb miratuar dhe \u00ebsht\u00eb n\u00eb faz\u00ebn e nj\u00eb drafti t\u00eb propozuar nga KLGJ. Gjithashtu kjo mas\u00eb shihet e nevojshme me q\u00ebllim optimizimin e burimeve njer\u00ebzore dhe financiare, rritjen e eficienc\u00ebs dhe efikasitetit s\u00eb gjykatave, si dhe minimizimin e kostove dhe pasojave t\u00eb rivler\u00ebsimit kalimtar, pa c\u00ebnuar k\u00ebtu aksesin n\u00eb drejt\u00ebsi. N\u00eb k\u00ebt\u00ebaspekt, kjo mas\u00eb\u00ebsht\u00eb e domosdoshme p\u00ebr arritjen e rezultateve t\u00eb sip\u00ebrp\u00ebrmendura 2.4.1 dhe 2.4.2.<\/p>\n<p>T\u00eb gjitha vendet e BE-s\u00eb q\u00eb kan\u00eb miratuar harta t\u00eb reja gjyq\u00ebsore jan\u00eb p\u00ebrballur me k\u00ebt\u00eb sfid\u00eb. Masa \u00ebsht\u00eb e formuluar qart\u00eb dhe krijon lidhje t\u00eb natyrshme me Mas\u00ebn 2.4.2.<\/p>\n<p><strong><em>Konkluzion<\/em><\/strong><em>: Masa \u00ebsht\u00eb e p\u00ebrshtatshme p\u00ebr t\u00eb realizuar Objektivin Specifik 2.4. Ajo \u00ebsht\u00eb formuluar qart\u00eb, dhe \u00ebsht\u00eb aktuale dhe realiste.
