Reforma n\u00eb drejt\u00ebsi solli ndryshime thelb\u00ebsore sa i takon funksionimit t\u00eb sistemit t\u00eb prokuroris\u00eb n\u00eb t\u00ebr\u00ebsi, rolit t\u00eb Prokuroris\u00eb s\u00eb P\u00ebrgjithshme dhe \u201cdelegimit\u201d t\u00eb shum\u00eb kompetencave t\u00eb PP t\u00eb m\u00ebparshme tek KLP e sapokrijuar. K\u00ebshtu,Prokuroria e P\u00ebrgjithshme: propozon dhe administron buxhetin e prokuroris\u00eb, me p\u00ebrjashtim t\u00eb buxhetit t\u00eb Prokuroris\u00eb s\u00eb Posa\u00e7me; siguron mbar\u00ebvajtjen e pun\u00ebs n\u00eb administrat\u00ebn e prokuroris\u00eb; nxjerr udh\u00ebzime t\u00eb p\u00ebrgjithshme me shkrim p\u00ebr prokuror\u00ebt; raporton n\u00eb Kuvend p\u00ebr gjendjen e kriminalitetit; p\u00ebrfaq\u00ebson akuz\u00ebn n\u00eb Gjykat\u00ebn e Lart\u00eb dhe \u00e7\u00ebshtjet n\u00eb Gjykat\u00ebn Kushtetuese, me p\u00ebrjashtim t\u00eb rastit kur p\u00ebrfaq\u00ebsimi b\u00ebhet nga SPAK; drejton, bashk\u00ebrendon dhe mbik\u00ebqyr veprimtarin\u00eb e Policis\u00eb Gjyq\u00ebsore; etj. K\u00ebshilli i Lart\u00eb i Prokuroris\u00eb ka p\u00ebrgjegj\u00ebsi t\u00eb nj\u00eb natyre tjet\u00ebr. Ai garanton pavar\u00ebsin\u00eb, llogaridh\u00ebnien, disiplin\u00ebn, statusin dhe karrier\u00ebn e prokuror\u00ebve t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>P\u00ebr t\u00eb ushtruar k\u00ebto funksione Rezultati 3.2.1 k\u00ebrkon q\u00eb PP t\u00eb realizoj\u00eb nj\u00ebher\u00ebsh dy n\u00ebn-rezultate:<\/p>\n<p>N\u00ebn-rezultati i par\u00eb k\u00ebrkon q\u00eb PP duhet t\u00eb p\u00ebrmir\u00ebsoj\u00ebmekanizmat e saj mat\u00ebs dhe monitorues p\u00ebr prokurorit\u00eb pran\u00eb rretheve gjyq\u00ebsore, t\u00eb hartoj\u00eb rregulla dhe udh\u00ebzime p\u00ebr zhvillimin e aktivitetit t\u00ebtyre dhe t\u00eb siguroj\u00eb stafin e mjaftuesh\u00ebm dhe t\u00eb nevojsh\u00ebm p\u00ebr realizimin me eficenc\u00eb t\u00eb aktiviteteve t\u00eb saj, p\u00ebrfshir\u00eb ngritjen e nj\u00eb sistemi efikas p\u00ebr t\u00eb kontrolluar n\u00ebse udh\u00ebzimet e saj po zbatohen apo jo nga prokurorit\u00eb. Gjithashtu, PP duhet t\u00eb mbledh\u00eb e analizoj\u00eb t\u00eb dh\u00ebna, t\u00eb cilat i sh\u00ebrbejn\u00eb p\u00ebr p\u00ebrcaktimin e gjendjes s\u00eb kriminalitetit, llojit t\u00eb kriminalitetit, ecuris\u00eb s\u00eb tij, etj., n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb p\u00ebrcaktohen, n\u00eb m\u00ebnyr\u00eb t\u00eb studiuar, politikat penale q\u00eb duhen ndjekur.<\/p>\n<p>Lidhur me n\u00ebn-rezultatin e dyt\u00eb, k\u00ebrkohet q\u00eb PP t\u00eb rris\u00ebproduktivitetin e saj n\u00eb hetimet kund\u00ebr pastrimit t\u00eb parave dhe t\u00eb p\u00ebrmir\u00ebsoj\u00ebn\u00eb t\u00ebr\u00ebsi procesin e hetimit. Ky n\u00ebn-rezultat lidhet drejtp\u00ebrdrejt\u00eb me veprimin e saj si organ q\u00eb ushtron ndjekjen penale dhe p\u00ebrfaq\u00ebson akuz\u00ebn n\u00eb GjL dhe GjK. K\u00ebtu rezultati duhet t\u00eb ishte formuluar pak m\u00eb qart\u00eb sepse, duke qen\u00eb se i referohet vet\u00ebm PP, ai duhet t\u2019i p\u00ebrmbahet p\u00ebrgjegj\u00ebsive dhe detyrave t\u00eb PP. P\u00ebr pjes\u00ebn e veprimit t\u00eb PP si organ q\u00eb heton dhe p\u00ebrfaq\u00ebson akuz\u00ebn, duhet t\u00eb dilte m\u00eb e qart\u00eb se kjo \u00ebsht\u00eb kompetenc\u00eb vet\u00ebm n\u00eb disa raste, t\u00eb parashikuara nga ligji.<\/p>\n<p>N\u00eb rastin kur n\u00ebn-rezultati i dyt\u00eb duhet t\u00eb q\u00ebndroj\u00eb sic \u00ebsht\u00eb, at\u00ebher\u00eb duhet q\u00eb n\u00eb masat e parashikuara t\u00eb mos parashikohej vet\u00ebm PP, por edhe SPAK, si dhe prokurorit\u00eb e sistemit n\u00eb t\u00ebr\u00ebsi. N\u00eb fakt, p\u00ebr SPAK dhe BKH jan\u00eb parashikuar rezultate m\u00eb vete dhe masa konkrete, si\u00e7 do t\u00eb shihet n\u00eb vijim.<\/p>\n<p>Paraprakisht, v\u00ebrejm\u00eb se masat q\u00eb parashikohen n\u00eb funksion t\u00eb k\u00ebtij rezultati lidhen me rishikimin e ligjit p\u00ebr prokurorin\u00eb, rishikimin e akteve n\u00ebnligjore q\u00eb nxjerr PP (si p\u00ebrshembull, udh\u00ebzime t\u00eb p\u00ebrgjithshme t\u00eb detyrueshme p\u00ebr prokuror\u00ebt dhe oficer\u00ebt e policis\u00eb gjyq\u00ebsore, sipas kufizimeve q\u00eb p\u00ebrcakton ligji; pe\u0308rcakton strukture\u0308n e pe\u0308rgjithshme dhe rregulloren standard te\u0308 organizimit dhe funksionimit te\u0308 prokurorive te\u0308 juridiksionit te\u0308 pe\u0308rgjithshe\u0308m<a href=\"#_ftn1\" name=\"_ftnref1\"><sup>[1]<\/sup><\/a>) dhe trajnimin e prokuror\u00ebve dhe oficer\u00ebve t\u00eb policis\u00eb gjyq\u00ebsore mbi ligjin e prokuroris\u00eb. K\u00ebto masa nuk e p\u00ebrmbushin plot\u00ebsisht rezultatin pasi ato nuk p\u00ebrfshijn\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb struktur\u00ebn e PP. Rekrutimi dhe trajnimi i stafit administrativ t\u00eb PP, rritja e kapaciteteve t\u00eb IT, jan\u00ebgjithashtu komponent\u00eb shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb performanc\u00ebn t\u00ebr\u00ebsore t\u00eb PP dhe p\u00ebr to duhet t\u00eb ishte parashikuar, t\u00eb pakt\u00ebn, nj\u00eb mas\u00eb m\u00eb vete.<\/p>\n<p><strong><em>Konkluzion<\/em><\/strong><em>: Ky rezultat i referohet ekskluzivisht PP dhe ai do t<\/em><em>\u00eb<\/em><em> duhej t<\/em><em>\u00eb<\/em><em> p<\/em><em>\u00eb<\/em><em>rmbaj<\/em><em>\u00eb<\/em><em> vet<\/em><em>\u00eb<\/em><em>m komponent<\/em><em>\u00eb<\/em><em> q<\/em><em>\u00eb<\/em><em> lidhen me PP.
