Hapi i par\u00eb n\u00eb procesin e p\u00ebrafrimit \u00ebsht\u00eb analiza dhe krahasimi i legjislacionit t\u00eb BE-s\u00eb me legjislacionin p\u00ebrkat\u00ebs p\u00ebr t\u00eb p\u00ebrcaktuar statusin e konformitetit t\u00eb kuadrit ligjor dhe masat q\u00eb do t\u00eb marr\u00eb shteti p\u00ebr t\u00eb p\u00ebrafruar legjislacionin shqiptar me at\u00eb t\u00eb BE-s\u00eb. N\u00eb lidhje me transpozimin e Direktivave, ekziston nj\u00eb metodologji e mir\u00ebp\u00ebrcaktuar, t\u00eb cil\u00ebn stafi i Ministris\u00eb duhet t\u00eb jet\u00eb n\u00eb gjendje t\u2019a zbatoj\u00eb. Kjo lidhet pik\u00eb s\u00eb pari me hartimin e Tabel\u00ebs s\u00eb P\u00ebrputhshm\u00ebris\u00eb (<em>Table of Concordance (ToC))<\/em>. Objektivi i hartimit t\u00eb ToC \u00ebsht\u00eb identifikimi i parashikimeve ligjore q\u00eb rregullojn\u00eb t\u00eb nj\u00ebjtin aspekt, \u00e7far\u00eb \u00ebsht\u00eb transpozuar apo nuk \u00ebsht\u00eb transpozuar (boshll\u00ebqet); dhe identifikimi i parashikimeve t\u00eb tjera ligjore. N\u00eb k\u00ebt\u00eb aspekt, duhet pasur parasysh q\u00eb Rregulloret dhe Vendimet e BE-s\u00eb nuk jan\u00eb pjes\u00eb e procesit t\u00eb p\u00ebrafrimit, pasi ato hyjn\u00eb n\u00eb fuqi n\u00eb dat\u00ebn e an\u00ebtar\u00ebsimit t\u00eb shtetit n\u00eb BE. Pavar\u00ebsisht k\u00ebsaj, Rregulloret dhe Vndimet e BE-s\u00eb diktojn\u00eb marrjen e masave komb\u00ebtare p\u00ebr zbatimin e tyre dhe nuk mund t\u00eb mos jen\u00eb pjes\u00eb e procesit t\u00eb integrimit.<\/p>\n<p>P\u00ebr t\u00eb gjitha sa m\u00eb sip\u00ebr, stafi i Ministris\u00eb duhet t\u00eb aft\u00ebsohet n\u00eb nivelin e duhur .
