Call for External Evaluation Expert: Project “Judiciary under Spotlight”
Participation of CSOs in electoral processes for a stronger democracy and accelerated EU integration

The consortium led by the Institute for Policy & Legal Studies (IPLS), together with the Open Society Foundation for Albania (OSFA) and the Centre for Legal Empowerment (CLE), is implementing the three-year project “Judiciary under Spotlight”, funded by the EU Delegation in Albania under Reference Call EuropeAid/174080/DD/ACT/AL1.
Objective:
The consortium seeks a qualified expert to conduct the external evaluation of
the project, assessing its results, impact, and sustainability.
Scope of Work:
The expert will be expected to:
- Review project documents, reports, and relevant data.
- Collect and analyze information from key stakeholders.
- Prepare draft and final evaluation reports with actionable recommendations.
- Present findings to the project team.
Requirements:
- University degree (Master’s preferred) in a relevant field.
- Minimum 5 years of experience in external evaluations, preferably of EU-funded projects.
- Strong report-writing and communication skills.
- Fluent in English (knowledge of [local language] is a plus).
